SANTEE, San Diego County — October 23, 2026. Santee homeowners planning an accessory dwelling unit can now begin with the city’s online permitting and licensing information. The city posts separate guidance for a standalone residence, attached homes, ADUs and multifamily projects. But opening an online permit record or purchasing a prefab plan does not guarantee that a structure meets local development standards.
What does the Building Division review?
Santee’s Building Division describes ADUs as additional homes on properties with an existing primary residence, including attached, detached and junior ADU configurations. A proposed design must be assessed against current building codes and applicable city requirements. The city also lists separate permits for electrical projects and other improvements, so owners should make clear which work is included in a contractor’s estimate.
Locate the right checklist first
The Planning and Building Department’s documents page provides a Guide for Standard ADU Permit Submittal, general plan-review checklists and requirements for stormwater, structural observation and other potentially applicable work. The Planning Division also points residents to its housing-streamlining ADU/JADU guidance and adopted development standards. Read the checklist for the actual project type rather than assuming rules for a detached structure govern a garage conversion.
Why a cheap catalog price can mislead
A kit or factory-built unit price can omit electrical service upgrades, utility connections, foundation work, site grading, engineering, transport and installation, permit reviews and inspections. A homeowner should ask for a line-item budget and confirm whether the quote includes compliance with the applicable 2025 California code cycle that took effect in 2026. If the site has a slope, drainage issue or narrow access, the plan may require additional work that a generic ADU rendering does not show.
How to apply and ask about fees
Santee provides links to its Permitting and Licensing Portal, including instructions for ADU applications. For a building-permit fee estimate, the city asks applicants to send a detailed project breakdown to amoon@cityofsanteeca.gov. Planning can be reached at planning@cityofsanteeca.gov, Building at building@cityofsanteeca.gov, and the department by phone at 619-258-4100 ext. 167.
Don’t begin construction before confirming approvals
Before placing a deposit with a builder, clarify whether the proposed unit is legal for the parcel, what plans and surveys are required, which fees apply, and what inspections must occur. Obtain current requirements from the city, not a seller’s marketing claim that an ADU is “permit-free.”
